윈도우7에서 핑업이 적용되려면 MSMQ 기능이 활성화 되어야 한다고 합니다. 보통 초기 윈도우 설치시에 이 기능이 꺼져 있기 때문에 MSMQ 기능 활성화 하고 사용하세요. 

제어판 -> 프로그램 -> 프로그램 및 기능 에서 윈도우 기능 사용/사용 안함 항목에서 Microsoft Message Queue(MSMQ) Server 항목 체크(기능 사용)을 하면 됩니다.

Under Control Panel -> Programs -> Enable/Disable Windows Features in Programs and Features, check Microsoft Message Queue (MSMQ) Server items (using features).
